The meeting, which was intended to finalize a framework mineral agreement, was derailed by a shouting match involving Trump, Zelensky, and Vice President JD Vance. Trump stated that Zelensky “disrespected the United States of America” during the exchange.

Key Issues in the Argument

The disagreement escalated when Zelensky attempted to explain Russian President Vladimir Putin’s lack of diplomacy to Vice President Vance. Vance then accused Zelensky of “litigating” in front of the world’s press and criticized him for engaging in photo-ops with Democrats during the 2024 campaign, deeming his remarks “disrespectful” to the administration. Trump also said Zelensky was “not acting at all thankful” for the support his country has received from the United States, and accused him of “gambling with World War III”.

Mineral Agreement and Context

The canceled press conference was meant to follow the signing of a deal that would have created a joint US-Ukraine fund investing in extracting the country’s rare-earth mineral supply. Trump had been trying to get Zelensky to agree to the agreement for weeks, even sending Treasury Secretary Scott Bessent to Kyiv to facilitate the deal. Although Zelensky initially rejected the deal, both countries had reached an agreement on a revised draft, leading to Zelensky’s visit to Washington to sign the final copy.

The mineral agreement, intended to grant the U.S. access to Ukraine’s rare earth minerals in exchange for investment and security guarantees, is now uncertain. Without the signing of this deal, the economic partnership and security assurances that Ukraine sought are in jeopardy. Trump has downplayed the need for explicit security guarantees, suggesting that economic ties would deter further Russian aggression, but this may not satisfy Ukraine’s security concerns.
